Project Overview

We are the prime EPC contractor for the Texas Resiliency Program, a three-year initiative focused on hardening the distribution grid, replacing aging infrastructure, and improving storm recovery performance across South and West Texas. We manage engineering through a strategic partner while self-performing materials management and construction. This structure provides our utility customer single source accountability for cost, schedule, and performance.

Key Highlights

Scaled from zero to 60+ fully equipped distribution crews within 18 weeks, while maintaining schedule integrity, safety performance, and production targets.

Launched engineering activities three months ahead of construction, growing from 32 to 55+ full time designers, ensuring a continuous release of ready for construction work packages.

Established regional material warehouses within the first month to stage, kit, and sequence materials in alignment with feeder releases, ensuring no downtime between design completion and field mobilization.

Project Scope of Work Included:

Engineering, material management, and construction of hardened distribution infrastructure, including:

  • Installation of More Than 16,000 Poles
  • Rebuild of More Than 430 Miles of Distribution Feeders and Laterals

Feeder and lateral rebuilds, overhead highway crossing rebuilds, and targeted overhead to underground highway crossing conversions.

Results to Date

Engineered over 8,100 structures across active feeders, replaced more than 5,100 poles, and completed more than 103 miles of rebuild.

Zero OSHA recordables since project inception, supported by proactive near miss and good catch reporting.

Minimal outage impacts and positive community coordination.
